Law, Public Policy and Government Affairs Practice Group
The Administrative Law, Public Policy and Government Affairs Practice
Group provides our clients, private and public, with a full range of
advice, representation and assistance on administrative, public policy and
government issues in Puerto Rico as well as the mainland, particularly
Washington, D.C. The Division focuses on matters pending in both the
executive and legislative branches of the Government of Puerto Rico and
the Federal Government. This Practice Group enables our firm to provide
comprehensive and integrated services to our clients with issues pending
administrative or legislative action.
The Group is comprised of attorneys and other professionals, many of
whom have considerable experience in government service and substantial
legal and lobbying experience. Through this Practice Group, the firm
provides our clients with sophisticated analysis, quick and effective
drafting of legislation and thoroughly researched position papers and
advocacy briefs. In coordinating any project or case, the Practice Group
provides our clients with in-depth legal analysis and counseling, strategy
development and coordination, and proactive and cost-efficient advocacy. (top of page)
Antitrust
Martinez Odell & Calabria antitrust practice group counsel
clients on antitrust and trade regulation requirements of federal and
Puerto Rico law and represent clients in Puerto Rico and federal
administrative and judicial proceedings in a variety of antitrust matters,
including, without limitation, government investigations; price fixing;
unfair competition; bid rigging; collusion; trademark; copyright and
patent infringement; civil and criminal investigative proceedings; and
general compliance.
Emerging
Companies
Working with emerging companies is an important part of
Martinez Odell & Calabria’s corporate practice.
The Firm's attorneys work closely with
entrepreneurs, inventors and investors in connection with the formation
and financing of new ventures. Many of these companies are intended to be
and remain private companies, while many others have as their goals
venture capital financing or successive rounds of financings, leading to
initial public offerings.
We have a strong commitment to helping emerging businesses
and have the experience and expertise to help our emerging clients through

Government
Contracts
The Firm’s government contracts group provides
comprehensive services in the area of government contract law, including
public contract law, construction law and business litigation.
The group counsels clients about federal, state, local and foreign
governmental contract matters, and litigates public contract cases before
federal and local states courts.
The practice encompasses all areas of government contract
formation, performance, administration, payment and dispute resolution. The group has extensive experience in all types of bid
protest remedies and equitable adjustment claims, including litigation of
these matters before the agency boards of contract appeals and federal

Health Care Law
The Health Care Law Department,
provides legal counseling in diverse areas of the law to hospital
and other health and health related institutions. The Health Care Law
Department draws on the Firm's extensive experience in the hospital and
health care field developed initially in the financing context. In
addition to providing counseling in the areas of corporate law, hospital
contracts, certificates of need, federal and local regulations, and other
day to day aspects of particular interest to hospitals and healthcare
organizations generally, the Department has been engaged in the technical
aspects of this field which are of particular interest to hospitals and
healthcare organizations. The Department's specialized knowledge of this
sector, permits it to render the counseling necessary for
corporate reorganizations, financings, acquisitions and sales of health
facilities, and other related aspects of the law.
In addition to representing prominent hospital groups
in these matters, the Department was chosen by the Department of Health
of the Commonwealth in 1994 to spearhead its privatization efforts of
local public health facilities. In this respect, the Department
developed the legal structure and documentation necessary for the Health
Department to lease major Puerto Rico regional public hospital systems to
private groups, and was a principal actor in the negotiation of these
transactions. Because of its intense involvement in the Health
Department's privatization effort, the Department is also uniquely
qualified to provide counseling regarding the particularities of the
Puerto Rico Health Reform, including the insurance component thereof
administered by the Health Insurance Administration of Puerto Rico. (top of page)
Insurance
The Firm has a multi-departmental group which provides
legal representation with respect to a full array of insurance and surety related matters,
including the health, life, disability, and casualty insurance areas.
Members of the Firm provide counseling with respect to the licensing,
reporting, and other statutory and regulatory compliance requirements
imposed upon insurance companies operating in Puerto Rico. The group has
been instrumental in obtaining licenses and permits from the
Office of the Insurance Commissioner
for insurance companies and health maintenance organizations. It
also has extensive experience in the financing of insurance companies. In
addition, Martinez Odell & Calabria actively represents insurance
companies and trade associations before the Insurance Commissioner and the
Puerto

Telecommunications
Martinez Odell & Calabria represents a variety of
clients in the telecommunications industry. We handle certification and
regulatory matters in the telecommunications field and our regulatory work
includes agency investigations, contested case hearings and appeals from
agency decisions. We also do significant corporate and transactional work for
telecommunication companies, including mergers and acquisitions. (top

Workouts
The
Firm represents creditors in workouts scenarios requiring
the analysis, restructuring, negotiation, and the re-documentation of
problem loans and investments. This practice group is particularly
interdisciplinary, drawing on resources of attorneys experienced in real
